In 1991 the US Congress created guidelines for accessibility of public facilities through the Americans with Disabilities Act (ADA). Since then, all public facilities, including government buildings, offices, apartment complexes, restaurants and stores must follow ADA ramp requirements to allow access to all of the general public.
